برگزاری هشتاد و سومین کنگره‌ی انجمن جهانی قلم را به اعضا و همه‌ی نویسندگانی که دغدغه‌ی زیستن در جهانی آزاد و برابر دارند، شادباش می‌گوییم. کانون نویسندگان ایران که تا چند ماه دیگر ( آوریل 2018) وارد پنجاهمین سال تاسیس خود می‌شود از فرصت پیش‌آمده برای سخن گفتن با اعضای انجمنی که در بالای هدف‌های خود پاسداری از آزادی بیان را قرار داده، خرسند است. این همان هدفی است که کانون نویسندگان ایران بر اساس آن تشکیل شده است و در راهش، در رژیم گذشته و کنونی ، همواره متحمل فشار و آزار و ممنوعیت و سرکوب بوده است. بازداشت و زندان و احضار پیاپی اعضای این تشکل از زمان تاسیس آن و بعدها به قتل رساندن برخی از آنها در پروژه‌هایی که ماموران امنیتی طراحی کرده بودند، فقط گوشه‌ای از شرایط خشونت‌بار و سبعانه‌ای است که کانون در طول سالیان حیات خود با آن روبرو بوده و هست. این رویه همچنان ادامه دارد و در شکل‌های دیگر تکرار می‌شود. برای درک بهتر این وضعیت شاید دانستن این نکته کافی باشد که کانون برای انجام فعالیت‌هایش حق داشتن حتی یک اتاق را به نام خود ندارد و گاه جلساتی که در منزل اعضا برگزار می کند با تهدید ماموران امنیتی مواجه می‌شود. سال گذشته با هجوم ماموران به محل برگزاری مجمع عمومی کانون که منزل شخصی یکی از اعضا بود، از تشکیل آن جلوگیری کردند؛ کاری که در این سا‌ل‌ها بارها تکرار شده است. ممانعت از برگزاری مراسم و جلسات ادبی و پرونده‌سازی امنیتی برای اعضا و . . . گستره‌ی این برخوردها به کانون محدود نیست و عرصه‌های دیگر را نیز دربر دارد. هم‌اکنون چندین خبرنگار، وبلاگ‌نویس و کسانی‌که عقاید خود را در سطح عمومی ابراز داشته‌اند در زندان هستند و حتی بعضی از آنها حکم اعدام گرفته‌اند. شماری از فعالان حقوق زن ، کنش‌گران حقوق کودک و اعضای تشکل‌های کارگری در زندان هستند. در همین روزها (و احتمالا زمانی که شما این پیام را می‌شنوید) چندین زندانی از همین نوع که برشمردیم ، برای اعتراض به پایمال شدن حقوق اولیه‌اشان نزدیک به پنجاه روز است که در اعتصاب غذا بسر می‌برند.

در بیان نتیجه‌ی چند دهه اعمال سانسور و کاربرد سیستماتیک سیاست‌های فرهنگیِ حاکمیت در عرصه‌ی ادبیات و هنر، همین بس که در کشور 80 میلیونی ایران تیراژ کتاب به سیصد نسخه رسیده و خودسانسوری به مثابه‌ی تابعی از سانسور، بیدادگرانه و موریانه‌‌وار به جان فرهنگ انسانی افتاده است و هر دم آن را پوک‌تر می‌کند. در جهان قرن بیست‌ویکم متاسفانه هنوز جایی ، جاهایی وجود دارد که نویسندگان مجبورند برای انتشار کتاب خود از دولت مجوز بگیرند و اثر خود را ابتدا از چشم ماموران دولتی بگذرانند و سپس منتشر کنند؛ ایران یکی از این معدود کشورهاست. عرصه‌ی هنر، از موسیقی تا سینما و از تئاتر تا رقص نیز از ویران‌گری سانسور در امان نیست. طرفه آن‌که نیمی از جمعیت؛ یعنی زنان حق وارد شدن به بعضی از هنرها را ندارند. کانون نویسندگان ایران در کنار تلاش‌های دیگر، برای توجه بیشتر جامعه به اثرهای مخرب سانسور و مبارزه با آن، نزدیک به یک دهه است که روز سیزدهم آذر را روز مبارزه با سانسور در ایران نام‌گذاری کرده است.
با وجود همه‌ی تنگناهایی که دولت‌ها در نیم قرن عمر کانون بر فعالیت آن تحمیل کردند این تشکل از هدف‌های اساسی خود گامی به عقب برنداشت و مبارزه‌‌اش را با سانسور حکومتی، دفاع از آزادی بیان و حقوق صنفی و حیثیت اجتماعی نویسندگان ادامه داد. این راهِ ناگزیر نویسندگانی است که یقین دارند شکوفایی ادبیات و هنر و هر نوع ابراز وجود آدمی جز با آزادی بیان بی‌هیچ حصر و استثنا ممکن نیست.

امیدواریم هشتادوسومین کنگره‌ی انجمن جهانی قلم با نتیجه و موفقیت بسیار برگزار شود. با توجه به هدف‌های تعریف شده، بی‌تردید برای این انجمن موفقیت معنای دیگری جز بسط هرچه بیشتر آزادی بیان در جهان و از میان بردن موانع پیش روی آن ندارد. هر ذره عقب راندن سانسور و رها کردن قلم از شر آن برای کانون‌ها و انجمن‌هایی مانند انجمن قلم یک پیروزی محسوب می‌شود. کانون نویسندگان ایران خود را جزو جامعه‌ی جهانی اهل قلم می‌داند و انتظار دارد در مسیر ناهموار کوشش‌هایش و در شرایطی که گوشه‌ی بسیار کوچکی از آن را توصیف کردیم، از حمایت‌های معنوی انجمن قلم و نویسندگان آزاد اندیش جهان برخوردار شود.
اگر چهره‌ی جهان اکنون خونین است، اگر جهل و عقب‌ماندگی به صورت بمب میان مردم منفجر می‌شود و قربانی می‌گیرد، اگر رنج و اندوه و فقر و بی‌سوادی در جای جای جهان زندگی بسیاری از انسان‌ها را تیره و تار کرده است و صدها "اگر" دیگر از این دست . . . یکی از دلایلش به عقب رانده شدن قلم‌های مستقل و شریف و انسان‌گرا و تحدید آزادی بیان از سوی دولت‌ها و جریان‌هایی است که از چنین وضعیتی سود می‌برند. وظیفه‌ای که ما به عنوان نویسنده بر عهده داریم رهایی این قلم‌هاست تا بیشتر و بیشتر به عرصه بیایند. درود بر کوشش شما.

Congratulations to the members of the All-Union Forum on the 80th Congress and all writers who care about living in a free and equal world. The Iranian Writers' Association, which has entered its 50th anniversary for several months (April 2018), is pleased to have the opportunity to speak with members of the association that has championed its goals of protecting freedom of expression. This is the goal that the Iranian Writers' Association was founded on and on its way, in the past and present regime, as always suffered from persecution, prohibition and repression. The detention and imprisonment and the systematic summons of the members of the organization since its establishment, and later the killing of some of them in the projects that the security forces had designed, is merely an echo of the violent and brutal conditions that the center has faced during its years of existence. LT is. This procedure continues and is repeated in other forms. To better understand this situation, it may be enough to know that the center does not have the right to own even one room in its own name, and sometimes the meetings held at the home of the members are threatened by security forces. Last year, with the influx of agents to the venue of the General Assembly, the personal home of which was one of the members, prevented from forming it, something that has been repeated over the years. Several journalists, bloggers, and people who have expressed their ideas publicly are in jail, and even some have been sentenced to death. A number of women's rights activists, child rights activists and members of labor organizations are in prison. In those days (and possibly when you hear that message), several of the same type of prisoners have been on hunger strike to protest the trampling down of their basic salaries for nearly fifty days.

In expressing the result of decades of censorship and the systematic application of cultural policies governing the field of literature and art, it is enough that in the country of 80 million Iran the circulation of the book has reached 300 copies and self-censorship has fallen into the life of human culture as a function of censorship, arrogance and termiwork. And every time it makes it worse. In the world of the twenty-first century, unfortunately, there are still some places where writers have to obtain permission from the government to publish their books and to publicize their work first, and then publish them; Iran is one of those few countries. The arena of art, from music to cinema, and from theater to dance, is also safe from the devastation of censorship. On the one hand, half the population; ie, women do not have the right to enter some of the arts. In addition to other efforts, the Iranian Writers' Association, along with other efforts, has been naming the 13th anniversary of the Day of Counter-Narcotics in Iran for nearly a decade to pay more attention to the destructive effects of censorship and the fight against it.
Despite all the tensions that governments imposed on its activities in half a century, the organization did not step back from its basic goals and continued its struggle with government censorship, the defense of freedom of speech and the rights of trade and the dignity of writers. This is an inevitable way for writers who are certain that the flourishing of literature and art, and any kind of expression of human existence, except freedom of expression, is not possible without exception and exception.
